Guns aren't inherently anything. They're cut and welded chunks of metal. But considering they're designed for the purpose of destroying (which isn't always necessarily bad considering what/who you're using them to destroy) as opposed to building up, I'll put them on the negative side of the spectrum.
Inherently, they're supposed to be for killing animals for meat, which is good for humans. They're inherently good, but they're often used for bad things.

Good, Bad and Neutral.
Firearms are not moral actors. They are not agents.
However, they are a means for bad actors to engage in evil acts and may push some agents towards bad acts. Meaning, in their absence, the morally bad actor would not engage in certain behaviors. In that aspect they are bad.
The same can be said for good.
